Computerized license plates with electronic advertising? :popcorn:
I don't see the CHP going along with this. Article states that the CHP hasn't taken an official stance on the issue.
It figures that this would come out of Los Angeles or San Francisco.

I don't even care for those huge lighted flashing rotating billboards alongside the freeways. The one by Cal-Expo is beneath the state. That area...the river anyway, is designated wild and scenic. The one on Sac State college is another eysore that aside from being a distraction, is a one step from forcing college students to wear sandwich boards on their walk to school.
License plate billboards? why am I not shocked? Oh yeah, that's right. Because California is becoming a wannabe las vegas complete with the corrupt gaming bosses. The only difference between California and las Vegas is that in Cali the house always loses. The investors still win though.
How utterly ridiculous.
I've got a much better idea - maybe the State should consider legalizing and selling whatever those nitwit politicians are smoking, because it's obviously some powerful s**t!

Yeah I saw the same article and thought WTF? Then I read the bill analysis and relaxed a bit. The bill calls for a feasibility study by DMV and specifies the CHP must be involved in evaluating the proposal and the study to be completed and a report to the legislature by Jan 1, 2013. So there is plenty of time for input.
"The bill raises a host of operational concerns, perhaps to be
addressed by the CHP's participation in the study. One is the
ability of law enforcement to identify the ownership and status
of a vehicle if the license plate is put into its advertisement
mode, either automatically or deliberately. Such identification
was, of course, the primary purpose for requiring license plates
in the first place. A second concern would be the ability of a
driver to disable the identifying numbers on the plate in an
effort to avoid detection during commission of a crime or while
going through a toll facility. Third would be the unintentional
disabling of the plates' numbers due to malfunction, accident or
vandalism. Fourth, should an electronic plate for some reason
remain in the advertising mode while the vehicle is in motion,
it would create a safety hazard by distracting the attention of
motorists following a vehicle so equipped. While each of these
issues can theoretically be addressed through technological
means, those solutions are only as sound and reliable as the
technology itself. It is likely that law enforcement agencies
would have other questions as well that might or might not be
addressed by the study envisioned by the bill."

Y'all aren't thinking far enough ahead.... how easy would it be for someone to hack into one of those and have a different plate number for every day of the week? It'd be like the James Bond rotating plate. Did you just hit a pedestrian? No problem... drive a mile down the road, change the plate, and carry on!
Yeah, I don't think it would fly.

I couldn't imagine being at a dead stop in traffic and looking around and seeing hundreds of scrolling marquee advertisements on the back of cars. Talk about a nightmare for a person with epilepsy. :doh:

Talk about a nightmare for a person, period. We already have advertising crammed down our throats everywhere we look....just what we need, more advertising.
