With Sheriff's department budget in a tailspin, the side effects began showing up on the streets with more of the management of criminals and mentally incomprehensible showing up in the form of more sirens and responses in the neighborhood. This should really teach us taxpayers to better manage our managers. Nothing like firsthand encounters to educate the populace about how the law enforcement system has been keeping the barbarians at bay, and somewhat out of sight for all these years.

Yesterday while driving down Elkhorn Blvd in Sac, I had what I thought to be a driver angry at something I had done on my hands. I drive a 1 ton truck which is kind of a lumbering beast, and I figured it was my slow speed that had triggered his response. He began honking and flailing his arms a bit, but then nosed his smaller vehicle into my path several times. Then, he continued forward and changed lanes into the one I was in and began slowing purposely. I lagged back, and he continued to change lanes, honk, and speed up, and slow down. Then he continued on. Unfortunately though, he was awaiting me at the intersection of Watt and elkhorn and charged out of the fast food parking lot at me and began honking and following me down Watt southbound. Right there the 3 lanes narrow into 2, and the driver sidled up and began pinning me in the right lane until it ran out. I wasn't worried too awful much due to me having so much size over him in vehicular terms, but I was taken aback a bit over the intent. His attack continued down Watt ave. For several blocks, and then I was relieved a bit to see him start turning on other drivers, one after another. Not that I wanted to see him turn on others in a misery-deserves-company manner, but I now knew I hadn't been the cause of it all. He changed lanes eratically, cut directly in front of others including a tractor rig, and then turned on me again by sidling up and giving me the finger accompanied by the usual obscenities. Then he moves up at a light and began cursing and challenging the drivers on both sides of him, including throwing something at the driver on the right. By now I'm on the 911 because I believed this was worthy of some attention. I'm also videotaping him and his actions. this continued all the way up Watt ave where he turned north on Auburn, still honking and tormenting people.
I don't think this guy just went off out of nowhere. We are going to be seeing lots of this now that prison population cutbacks are almost a certainty, and jail holdings are already at critical only numbers.
Prepare yourself. The barbarians are within the compound

Hmmmm. This turkey sounds like someone I know. Just when you think you couldn't possibly have any more patience, someone tries to find out.

Today at the gym I go to, at about ten o'clock in the morning, there was a shaved headed, goateed, tatted up 30 year old doing push-ups by placing two weight benches side by side and elevating his feet about three feet above his head by placing them atop another apparatus. He could then dip between the benches probably like he used to do in his cell with his bunk beds and toilet.

I was wondering why he wasn't at his job, since the only other people in the gym at that time of day are retirees, and off duty cops and firemen and he wasn't any of that unless he is DEEP undercover.

I figured Arnie must have just let him out. I really don't care, but I think the ol Ayatollah may be right about what is coming down the pipe. Of course he had skinny little legs so probably won't be able to run fast or far when he snatches a purse or takes foot bail.

 Too funny!
I'm not sure which are going to be the greater threat. The hardened criminals or the mentally unbalanced. I think we might be able to draw statistics on that soon though

And it continues...

Nurse shortage delays bookings at Sacramento County jail

A nurse at the Sacramento County Main Jail conducts a medical assessment last week in the jail's booking area. Budget cuts have forced a reduction in the number of nurses doing prisoner intake from four to two, often causing delays in the booking process and tying up officers for a third or more of their shifts. "You're taking away officers from the public," said sheriff's Capt. Erik Maness, commander of the jail. "It's extremely inefficient."

Amazingly, the legislature just passed a new tax to fund the healthy families program that was cut because, well, we didn't have the money. The legislature believes that taxing the healthcare industry to pay for more healthcare is a good idea, but taxing the crime industry to fund crime programs somehow isn't. I think it might be relative to how some of these legislators keep taxes away from industries which generally have lobbyists that support them financially

Never any shortage of idiots on the roads that I've noticed. With or without jail funding.

Sac Sheriff Lays Out Dire Budget Straits Department Faces

I attended the second of two meetings held by the Sacramento sheriff's department this evening, and I don't mind telling you that I'm beyond concerned that we are soon to be the badlands of the north.
Sac county is experiencing a collapsing revenue stream, and little salvation on the horizon. They passed out a paper they wanted everyone to fill out and state their preferential "cuts" choice. Either the sheriff brings the patrols to a near halt, releases most of the inmates from the jail, or half of each. There is always a hopeful grant from the feds, but there's enormous competition from all over the state for those funds.

During the course of this event, a tape was played from a media source who was doing interviews at the jail, and they interviewed one of the inmates who had won early release to save money, and the guy basically said the the inmates still inside were jumping for joy at the prospect that the cops were cutting back and were planning to commit more crimes openly. (I don't think this was staged)

The sheriff was questioned by many of us, and did respond candidly. One subject that came up was in regards to the state prisoners being released early, to which he replied by saying that as bad as Sacramento county is suffering financially, the state is worse, and he used the word insolvent in describing the state, and said they still haven't come to terms with it.
He also mentioned that Sacramento seems to be at the forefront of this, and that many other municipalities are soon to be in the same straits.
The sheriff was drilled on the gun permit and related gun issues, and said they have increased their issuance of gun permits. (it doesn't take many to be a marked increase from nearly nothing though)

All in all it was a pretty troubling meeting. We're not going to have coverage up here, and the likelyhood is that many of us are going to go wanting for support. I wasn't aware of this, but the sheriff's helicopter was grounded a while back because it's expensive to run, and the SWAT team is not a static unit anymore. After he said that, I remembered I hadn't heard the whirlybird hovering over our house for quite some time like it used to, and thought crime was down in our area...silly me.
The future is also pretty bleak, as the many forclosures up here have hurt the property tax income, and sales taxes are likewise considerably less, so there's no real turnaround in sight yet.
