Would bringing a binder with my degree's and high educational achievements ( a Presidential Award, ect. ), Military Awards and achievements, and other certificates be a positive? Or would the Background Investigtor/Oral Board memebers find this more of a distraction to them?

in my opinion i would not bother bringing the binder, BUT i would tell them all about those great accomplishments!!! when they ask you certain questions you will get the chance to mention those things to them

I've sat on dozens of oral boards, and agree with your fellow cadet cansdidate. Your accomplishents are good to touch upon, especially as part of a closing statement that is tied into how you would perform on a similar level if selected to be trained and hired as a CHP cadet and officer.
