This topic reminds me... How does an officer get education about commercial vehicles, and how do they get that position?

Now you're splitting hairs.
If they came legally and have a SS # and pay taxes, they should be able to work. Unless you are a native american, your ancestors did the same. Yes, they should learn English and be able to communicate properly, but to think they can't maintain an aircraft because their eyes are brown is just plain racist.
I blame the unions for forcing airlines to look for workers who just want a reasonable paycheck, without millions of collective dollars for trivial benefits that they should be getting themselves.

There are different classes available. However they all come after a test you must pass. The test is called the Academy, so start studying.
