If you look through the photos of this accident it looks like it happened just above CHP Central.

MAIT would only have rolled if there were at least two fatalities (commercial vehicle). You are correct, this was right above the CLA office. One more reason to always take the inside lane on transition roads. A big rig going too fast will hit the outside wall first. If you are between it and the wall, you're toast.
