So this might sound stupid, but I am going to ask anyway... If your plates are stolen you should report them to the police and not just go to DMV and get new ones????
We have fleet vehicles at work and the plates are routinely stolen I am talking atleast twice a month. I normally just go to DMV, but someone mentioned I need to report them stolen...
Whats your take on it.

DMV in some counties will not re-issue plates unless you walk in with a copy of a stolen report.
More importantly, you definitely need to report those plates stolen, as they pose an officer safety issue. Frequently plates get stolen and used to hide the true identifier on another car - either a stolen car or a car used in a crime. Stolen plates are entered in a statewide database, which when accessed, can provide information to an officer that just may keep him or her alive.
Please, please, report them lost or stolen. As a side note, a lot of PD's take these reports over the phone, so you may not have to wait for an officer to respond.
Yes - report them stolen so they're entered into CLETS/NCIC as "lost/stolen plates". It puts a flag on them in the system.

LOL ya thats what my company gets for building a pharmacy in the hood! They call our lighted parking lot 'security' ...sure does help them see what plates to steal and they also use us for gas and tires... not as often as the plates tho. They are getting nicer, they use cutters and only take the tag cuting them off the plate.

My combat shooting involved a "cold" plated stolen vehicle that had been involved in an armed robbery. To my partner and I it was just another duece stop. The plate on the vehicle matched the make, but not the model year. After this incident I memorized what year each type of plate was issued in CA and learned how to identify model years of vehicles. Needles to say I became very good at detecting stolen cars.
So.........please report any stolen plate as soon as possible.
