I know Channel 9 on CB's are emergency channel, whoes on that frequency? If I get in trouble, if I make a request for help on that channel, will I get a response from a law enforcement agency? or is just other truckers who will call it out for you?

only some areas have cb's in their car, and we are usually not monitoring that channel, so you will only have truckers to hear you i believe. old cell phoones without a contract will always call 911, so it is a better idea to carry that.

Ch 9 is usually monitored by REACT, which are citizens who do CB as a hobby and monitor that channel in case of emergency. It's a volunteer position, so not everyplace has REACT. CB also can have a limited distance, so it may not be able to get out too far.
Some units have CB's and monitor, but it's not standard for the units. It kind of depends on where you are at, I.E. on I-5 in the middle of the state a unit might have one because truckers talk on CB's so regularly and call CHP. Because the truckers usually talk on a different channel, most don't monitor Ch 9 unless the CB is designed to switch to that channel when the frequency is activated. A good portion of the time it would probably be a trucker who would hear, but a truck stop probably monitors CB too, so it can be very beneficial to have a CB.

Are the CB's personally owned or does the CHP provide them???

When I worked up near the Oregon border many moons ago, MRE trucks and polar bears had CHP equiped CB's in them. The beat unit cars contained the officer's personal CB, if he chose to install one.
I don't know how it is now.

As previously stated, the CB is a very short range radio unless you do an illegal modification. A cell phone is much more the answer.
Some CHP scale facilities have small base stations,but most do not monitor a specific channel.
The only CHP units that come with it out of the box are commercial units (MRE trucks and SMPV vehicles). Some officer put their own in the units in the rural areas, mainly to monitor truck traffic or talk with other beat partners. However, in the rural areas the beats are very large and unless you are in the same area they are worthless.
