...Hitchiking? I realize it's not a smart thing to do and haven't seen anybody doing it for years but when I was a kid I saw people doing it all the time.

Its illegal......I love that section.....nothing like cruising around and seeing some mope thumbin a ride and pull over to contact them.....whats even better is when they try to walk away.

Kind of like the pan handlers that don't see you sitting at the traffic light across the street from the off ramp and then all of a sudden notice you eyeballin' them and decide they better start walking?

Those sections lay it all out - clear as mud. It's legal to hitchhike in CA as long as you're not standing in the "roadway" - and the "roadway" is that part of the highway designed/improved for vehicular travel. The sidewalk or the shoulder of a roadway aren't designed for vehicular travel, so it's legal to hitchhike from there.

Hitchhiking on the freeway is another matter. Pedestrians are prohibited from being on the freeway (it's signposted on every ramp), so simply being a ped on the freeway is a violation of 21461.5 VC.

Its absolutely legal. Peope get confused with this all the time. Freeways = No No / IN the roadway = No No
