Greetings fellow Troopers and thank you for allowing me to register...
Now to the question and topic at hand ... What are CA laws regarding temporary registration permits and how long are they good for? Just looking for the details on the whole matter.
More and more, here in Las Vegas, I am seeing these temporary registration permits (red in color) in the rear windows. Some vehicles with expired tags, some awaiting for mechanical repairs/smog and so forth. Also, when we run registration/wants checks on some of these vehicles, we don't always get any returns other than the vehicle being unregistered for whatever reasons.
Another question(s) ... Are there any ways to validate whether or not they are valid, any physical way to ensure the actual temporary permit was issued by the CA DMV, not copied and reproduced and so forth? Any security identifiers?
Please advise.

not being an officer myself, haha, i can only comment from my personal experience... when we moved back to california and registered our vehicles, we were given the temporary passes while we worked on having our vehicles weighed, smogged, and inspected. the dmv was VERY explicit about making sure we kept the stack of paperwork in our gloveboxes at all times until we got our legit registration.
Good question. The real ones are issued by the DMV. They represent the month the temporary registration is good through. They are issued for the exact reasons that you state. As far as the validity you have to actually get up to them and read them. They will have a date stamp, the VIN, and a signature on them. They are GROSSLY mis-used, fabricated and copied here. A good rule of thumb that I personally use - if the red is very faded and the month represented is a a couple of months away - I will stop and investigate, because if it was newly issued the red of the paper won't be faded. Should work well in Vegas area with the sunshine and all. Good luck.

That's common also. With the EOP (Emergency Operating Permit), the paperwork is often in progress or snagged on some technicality, so we run into the same thing.....no current info when you run the check.

I just saw an updated temp reg card hanging on the wall in our briefing room. DMV made some suttle changes to the old one but I don't remember what they were. I will look and then post the info later. Somewhere on the temp is a date listed when the permit expires, its not necessarily at the end of the month indicated on the card.

If somebody has a link to the DMV site with the temporary registration permit information then I can read up on it. I would like to get something in an official capacity so maybe I can brief some of the other troops.

They are issued for a maximum of 90 days. Example: If you see one today with the number 8 on it then it is either last year's (which is clearly expired) or it is fake (which is a whole new set of problems for that driver)
Anyway, when you run the plate on the vehicle, you most likely don't see the complete registration history like we do here in CA. Just as you probably see more on a NV reg printout than we do. We can see when they last went into the DMV, which DMV it was and what is pending.
Unfortunately, case law in this state does not allow us to stop a vehicle for the sole reason to inspect that permit unless based on the reasons above or other knowledge.

Is it possible to get one issued for up to 1 year? What number is on the current EOP's?
FYI~ As far as our issued temps from the dealerships, you can not tear them, they have to be cut. So, case in point, if you see an expired dealer temp tag from NV and pull the car over. If you can tear it in half, its fake or has been photocopied and if thats the case ... there are some problems.

No, you can't get one for a full year. It'd be cheaper to just complete the full registration.

The big white number is the month it expires, and it changes according to expiration date. If it's a '5', the EOP expires May 31st.

I own a vehicle in California, but am only in the state about a week a month (the rest of my time is spent traveling for work). The DMV never sent me my permanant registration and plates, and it's been about eight months (even though I paid all appropriate fees). I have an appointment for the end of the month to get my plates at the DMV. I can try to make it sooner, but I don't know when I'll have time. If I do happen to be pulled over, is it an extremely large fine for not having the plates on yet, keeping in mind the vehicle is registered and all fees are paid?
Fines/Bails are a function of the local courthouse, therefore, I would be unable to give you an exact amount. The situtation you describe, however, would just be a "fix-it" ticket so, typically, the "fines/admin fees" are not large.

The California Vehicle code DOES allow for stopping a vehicle soley for checking the REGISTRATION (518 vc or something around that.) I stopped a gal for speed one morning. She had a TOP and I didn't pay a lot of attention to it at first. But then I went to check the VIN on the car and TOP. They didn't match. As a matter of fact, the driver actually made a color photocopy of someone elses TOP and taped it in the rear window. It looked like a new TOP in color. She even photo copied the staple that attached it to the other persons paperwork.
I noticed Nevada changed over to a license plate sized "temp" that includes the expiration date in big hand written numbers and is placed in the rear license plate position.

I've been in court and seen people get stiffer fines for fishing without a license than for driving in excess of 100 mph. Ahhhhh, our "justice system" in all its glory.
