Vehicle stopped and then as it begins to move the tires skid - however slight - would be covered under this section - correct? What about when the road is wet and the vehicle does the same thing?

You'd have to be able to articulate what was unsafe about their starting movement.

To me chirping tires = exhibition 23109(c). As for the wet road, it would depend on the circumstances. My grandmother driving her V8 Buick in the rain, probably not... an Audi and a Lambo at a red light, different story.

As with everything, the situation dictates the outcome.

Starting Parked Vehicles or Backing

22106. No person shall start a vehicle stopped, standing, or parked on a highway, nor shall any person back a vehicle on a highway until such movement can be made with reasonable safety.

Simply slipping the tires does not constitute a violation of 22106. If there is a purposeful action leading to the slipping of the tires on acceleration (Burninig Rubber) then it would fall under 23109(c) VC - exhibition of speed.

Now, for further discussion, if one knows the pavement is slippery and accelerates causing the tires to slip and traffic or pedestrians are in the immediate vicinity, you could use 22106 VC - unsafe start from a stopped position; and, articulate the reasons for declaring it an unsafe start. Or; you may be able to use 23103 VC - depending upon the circumstances.

HEY, I'M NEW TO THIS...I WANTED TO SEE IF SOMEONE CAN HELP ME OUT WITH THIS...I GOT MY 2ND EXHIBITION OF SPEED TICKET...I WAS NOT DRIVING...A BUDDY OF MINE WAS DRIVING SINCE I WAS GONNA SELL MY MUSTANG AN HOUR LATER...HE BURNED OUT IN FRONT OF A SCHOOL WHILE KIDS WERE LETTING OUT...HE DID 0-60MPH IN A 25 ZONE...WE WENT TO A GAS STATION...I FILLED GAS AND MY BUDDY LEFT CAUSE HIS CAR WAS RIGHT THERE...I DROVE AGAIN AND GOT PULLED OVER AND THE OFFICER SAID IT WAS ME(WHICH IT WAS NOT)...IT'S MY 2ND EXHIBITION OF SPEED TICKET...AND I HAVE A BAD RECORD..TURNING 18 WITHIN A WEEK...WHAT CAN I DO? AND MY LICENSE IS SUSPENDED FOR 2 MONTHS ALREADY BECAUSE I HAD A SPEEDING TICKET:confused:

You are going to have to try and convince a hearing officer or judge that you were not driving unless there is a slim chance that "your buddy" will come forward and admit it was him who committed the violation. Chance of him doing that for you are probably less than slim and highly probable NONE!

Good luck, sir. I am having trouble believing you in this forum, so I can imagine what the hearing officer or judge will contemplate regarding your tale; especially, based on your past record!

So you want advice from us when you were driving on a suspended license?? Hopefully you got your car impounded for 30 days. If not, be thankful I didn't pull you over.

By the way...your "new" to what? Making good decisions and staying out of trouble? I agree.

Ya But See I Wasn't Driving With A Suspended License...and My Buddy Said He'll Come To Court With Me And Say It Was Him...will I Face Any Charges?

Let me say this nicely before you get overly flamed. The users of this forum are mostly police officers, not lawyers. Although the police officers in this forum may have a lot of experience in court none can tell you what the outcome of your case will be. If you did not commit the crime go to court and plead not guilty. 14601.1 (Driving on a Suspended License) is a Misdemeanor therefore you can get a Public Defender if you cannot afford a lawyer. I strongly recommend you have a lawyer present for your proceedings. Also if you have further questions to ask this forum please don't use ALL CAPS and try to write in a "Calm" manner. This will help you get more answers. Good luck with everything.
