Great site...My friend is a bit of a snob with his BMW. He has his car registered completely and current, but does not have his plates on. What could/should he be cited with? Is this just a standard traffic citation?

Yes, he should and will be cited. The violation will probably be 5202 VC. It is a correctable violation meaning the fine is reduced after the mandatory correction.

I cite 5200(a) VC. It is normally a correctable, but in his circumstance it would be marked non-correctable. He still has to fix it AND he gets to pay the full 120+ dollar fine, rather than a $10 court fee.

5202 vc has to do with display of plates, I always read it as not properly displayed. While 5200(a) VC specifically says two plates are required on all vehicles with some exceptions (big rigs and m/c's)

Just put your... err... tell your "friend" to just put the plates on.

That is one of my biggest pet peeves and also most fun to investigate. I love when they hand me their sun-dried DMV temp. reg paper and tell me they just bought the car. Off that paper we can see when they bought it, and then when we run the plate out, we know when the plates were issued.

I cite 5200(a) as well.

Just to be super technical, per 40610 (c), a mechanical violation is not dismissable if there is evidence of intentional modification or persistent neglect. However, an officer would need to note that in the body of the cite for the clerk and judge (who would probably still dismiss).
