Does anyone know how you can find out if you have a certian condition that will DQ you on your medical? Is their a medical office that I can call to find out if what I have would be grounds for a DQ so that I will not have to go through the entire process and find out that I will be DQ'ed for it. Would I call a background investigator? or recruiter? or state personel board? or do they have a medical office that I can call and inquiery on?

Someone may have a better answer but my first thought would be to call the information number for those interested in applying. If they don't have the answer they could probably refer you to the source who can answer your questions. The very strict vision requirements are on the CHP website but other things would have to be answered individually.

I was reading that CHP has very strict vision requirement. I have -4.00 in both eyes and have worn wear soft contact for like 3 years or so. Would be that be acceptable?

Yes as long as your vision is corrected to 20/20 and wear them for at least 12 months you will be fine. =)
