Reason I posted that was because I always thought the Newhall Incident was the reason two Officers started riding together. I was suprised to learn it started in 1960.

That's correct. They were riding two to a car at the time of the Newhall Incident. The four officers that were murdered came out of two cars. Many other tactics changed as a result of that tragedy, though.
