Can owners of newer vehicles for any reason have an older blue and yellow license plate rather than the current style plates?

If it is an original VANITY plate - YES! You have to stop the vehicle and check the registration to see if there is a match.

what a cool site! It has every type of plate california has made. It even includes some from other states.

I would like to add.

Don't paint up an old plate. Even if it's the same colors. I did this in HS to my plates because they looked terrible and got a ticket and had to get (pay) for new plates.

I even redid em in the original colors but even that was considered tampering.
