The size restriction on trailers, other than designated interstate hiways is 96", right?
And there is restrictions on overhangs both fore and aft too; but over the sides of a trailer, how far over on one side are you allowed to hang past the rig without wide load permit? And this is supposing you have a rig that's 96" or less

Most trailers and truck beds are 96" wide but they are allowed up to 102".
Once over 102" you need a permit.

(You are allowed to go a little over the 102" for binders, mirrors etc. but not the bed)

I understand that portion, but what if your trailer bed is say 84", but the load is 96" and you have the 12" overage on one side only rather than splitting the difference on each side

Sorry, I didn't read your question well enough. You can go as wide as you want until you hit 102". Example: Bed is 84" wide, load hangs over left side 18", load is flush on right side. Everything is ok. 1" over on either side will be a violation.

Just remember:

25103. Whenever the load upon any vehicle extends from
the left side of the vehicle one foot or more, there shall be
displayed at the extreme left side of the load during darkness:
(a) An amber lamp plainly visible for 300 feet to the front
and rear of the vehicle.
(b) An amber lamp at the front visible for 300 feet to the
front and a red lamp at the rear plainly visible for 300 feet to
the rear of the vehicle if the projecting load exceeds 120
inches in length

Simply put, on anything but a passenger vehicle, you can overhang as much as you want up until you go over 102" maximum for the vehicle/load.

35111. No passenger vehicle shall be operated on any
highway with any load carried thereon extending beyond the
line of the fenders on its left side or more than six inches
beyond the line of the fenders on its right side.

There are some other federal regs too but we'll assume you are interstate.

I hope that answers that for you.

Yes sir,

It clears that up nicely. One last thing though. 102" wide is ok most everywhere in California now, or are you still beholden only to the designated routes?

You're good everywhere at 102". Designated routes affect length not width.
