Does anyone know if 85's are moving on at this moment for Border Division?

That has nothing to do with Division - the score threshold is statewide. Last I've heard, 85's are still moving on - hopefully one of our BI's here will confirm or deny that for you.

That's what I'm hoping for. I just received my QAP score yesterday which I should've received right before Christmas. I recently moved from Salinas to E.C. therefore the delay. I'm hoping for the second letter to arrive anytime soon. Thanks for the info.
