Does anyone know what the average wait time is to get assigned to an aerial unit Cessna 206 as pilot or observer assuming you already meet the mininum pilot qualifications? Also, what is the selection criteria (merit, seniority, experience, etc.)?
I understand that a minimum of 2 years patrol duty is also required and that there are 7 arial unit bases across the state.

It greatly depends on the area, but in general, we need pilots. The selection criteria are all that you mentioned -- merit, seniority, experience, performance appraisals, interview, etc... In some areas it may be possible in a couple years, while others may take considerably longer.
Just remember, this job is not about being a pilot, it is about being a cop. Everyone has to work the road and the road will always be there. Even if assigned as a pilot, things may change -- protests, riots, staffing. One blink and you may be out on a skirmish line in LA or working the road in San Francisco. While I fully support the Air Operations program, don't out the cart before the horse.
