Greetings...

What's the difference between unmarked cars with regular tags and exempt plates? I was on the 405 yesterday and noticed a caravan of about 8 or more government looking cars with regular tags and exempt tags. Wouldn't all govy cars be exempt?

Cars belonging to many gov't contracting companies don't have exempt tags.
