I had the e/b SR-91 transition to the n/b I-605 closed off for a similar situation several years ago and saw a heavy duty tow truck start to do the same thing. Problem was, the operator was right beside the tow truck. Luckily, after the tow truck was at about a 45 degree angle and a second or two from crushing the guy, one of the cables got some slack and the truck snapped back the other way and back onto all four wheels. That was one lucky dude.
