Sharpening stick.. Commence with poking...
It will go something like this... If you feel/see a hot flickering glow coming from _______ (insert burning object here) it's on fire.:doh:
Or maybe... As the HIC (Hero's in charge) at a scene, we block as many lanes as possible, even if the scene is 40 yards off the roadway, and do our best to get to the reporters on scene before anyone else to give the statement how the wreck [sic] occured.:tape:
Stick is getting dull... Sharpening again...

Not quite that simple. For the fires:
"Well, we had a case of rapid oxidation, accompanied by the evolution of heat and light in an uncontrolled manner that has since had a significant application of hydrogen di-oxide and is no longer consuming carbonaceous products."
For the car crashes:
We arrived at the scene of a reported injury vehicle collision and found xx (number) vehicles with xx (number) of injured persons. We created a safe working zone with our apparatus, donned our FEDERALLY MANDATED SAFETY VESTS, and provided medical care to the injured parties. We used the xxxxxxxx rescue tools to remove the injured parties and they were transported by xxxx (ambulance company name) to a local hospital for further treatment and evaluation. Due to HIPAA regulations, all I can tell you is that we treated xxxx (number) of patients and they sustained injuries that ranged from minor to major, but there were no fatalities at this time (if there was a fatality, I would state that fact). The xxxxxx (law enforcement agency) is investigating the circumstances of the collision and will provide further details at a future time."
I would then try to locate a law enforcement supervisor and connect them with the news people so they can tell their part of the story.
A good PIO knows his/her role and does not speak for another agency except to note that they are there and then try to connect the media with the right person representing the other agency(ies) so they can tell their part of the story.
We are all in this together and need to approach any incident as a team, whether it is the operations people, or the PIO's. We all have a job to do, and we should always work toward meeting our customer's needs, no matter who they are.

I can only speak for my department when I say we only close the necessary lane(s) to make it safe for EVERYONE at the scene. I have spent many hours with our local CHP Lt. to develop a policy that was acceptable to all involved. We have met and discussed and trained on this to ensure we all understand what the closing of lanes involves and that it is important to un-close them as soon as it it safe to do so.
This process is moving toward a county-wide basis through development of a county-wide SOG for all fire departments (by our county-wide fire training officers group) so we will all be doing it the same and will include collaboration with all law enforcement agencies also.
I would be happy to make a copy of our Department's SOG available for anyone to see/use upon request.

NEVER, I repeat, NEVER trust the media when they are questioning you. It's their job to find an interesting story, even if they have to lie, so they WILL try and get you to say something they can twist. It's an unfortunate fact of life when you're dealing with the media.

Not all of them are that way. In my experience, the "snakes" like you describe are really a minority in the news business.

This was the information I received from the HQ PAO! I set up PAO training for one of our training days as we worked at the Comm Center (which was located in the basement of HQ) and were always doing telephone or live interviews, and we were taught what to say and what not to say, but this was the BIG emphasis.
I still remember reading the local newspaper and reading about a TC and being half way through the story before I realized it was about a TC I had handled because it had nothing to do with the press release I put out.
