We held a three day event to bring attention to the most recent deaths of Border Patrol agents, Robert Rosas and Brian Terry. We erected a tall flagpole and held it at half mast for the entire day at Sacramento City hall, The median on Capitol avenue in front of the John E Moss federal building, and finally at the state capitol in Sacramento.
Amazingly, there were no detractors whatsoever this time, and everything went smoothly. Lots of people stopped and read the information regarding their deaths. Here are a few photos:

After this event at the state capitol, I dropped the flag off at governor Brown's office inside with a written request that he sign it, so we could then give it to the family of agent Rosas in recognition of his loss while on duty in California. I received most unfortunate news this afternoon that the governor has declined that request.

Perhaps a request for a signed note from him recognizing the service and ultimate sacrifice made by Mr. Rosas would work?
I can't speak for anyone else, but I'd feel mighty uncomfortable signing my name in Sharpie on any flag, regardless of which flag or the reason for it - and the US Flag Code prohibits it.

I'm sure Governor Brown is experienced enough to have offered that in lieu of the flag, had he felt compelled to, however maybe I will take that advice should there be the unfortunate need to in the future. Here was my request:
Office of Governor Jerry Brown
State of California
Suite 1173 State Capitol

RE: Request for signature
Governor Brown,
We request that you sign the flag of the US Border Patrol that we flew at half mast on the state capitol grounds Thursday, January 20th, 2011. We would like to present the signed flag to the family of US border Patrol agent Robert Rosas, who was killed in California while on duty protecting this state's borders with Mexico. We had previously requested the former governor lower the flags atop of the state capitol since it followed his procedure of doing so for soldiers and law enforcement who were either from California, or who were officers on duty in this state at the time of their deaths. We never did hear back from him, nor was that request ever honored. In lieu of the capitol flags being lowered, we held our own half mast flag at the capitol, and we would now request that you place your signature and date on the flag that was used in the event, and any short message that you feel compelled to add.
Thank you for your consideration,
