I was a CHP Cadet and ended up resigning while I was at the academy. Can this resignation disqualify me from being hired with the state of California (non CHP position) in the future? Can it disqualify me from being hired with a different agency?

I can not talk for other agencies but resigning does not disqualify you for employment anywhere. The state will make their decision based on qualifications and how you test. Just because CHP was not for you does not mean you can't work for any agency. Just keep In mind most other agencies will want you to go to a POST academy.
Apply for what you want and see what happens

There is a current cadet who resigned after the Academy back in '06. He is completing another Academy and is on track to graduate again. So, I would say if the CHP will give another chance, other State agencies would be willing to do the same. Just sayin...
